President Muhammadu Buhari has ordered the Statistician-General of the National Bureau of Statistics, Dr. Yemi Kale, to change the high unemployment statistics and reflect the rising rate of employment in the agriculture sector.

The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, said this on Sunrise Daily, a programme on Channels Television.

Shehu said during a recent meeting with the Federal Executive Council, Kale admitted that the NBS was only focusing on the creation of white collar jobs and not the agriculture sector and the informal sector.

He said the President subsequently told him to go and admit his error to members of the public and make appropriate changes.

When asked why job losses were being recorded, Shehu said, “There was a departure last week. The NBS chief had addressed the federal cabinet and he made the admission himself that they had concentrated analysis over time on white collar jobs and they had not taken cognisance of job creation in areas of agriculture.

“Rice Producers Association of Nigeria made the open claim and nobody has challenged them up until the time that we speak, that they had created 12 million new jobs.

“When he finished addressing the federal cabinet last week, the government asked the DG of the NBS, go out there and tell the Nigerian public, you are just saying to us now that Jigawa, Zamfara, Kebbi and Ebonyi are recording the lowest unemployment rates in the country on account of agriculture.

“So, the point is that the data collected which has formed judgement on the data that have been passed and misleading and I think there is now a convergence. The data has been unfair to the administration, it had ignored job creation in the areas of agriculture but that is now being integrated and Nigerians will be impressed.”

However, a spokesman for the Abubakar Atiku Campaign Organisation, Mr. Phrank Shuaibu, who was on the programme, lambasted Shehu, accusing the Presidency of attempting to alter job statistics on the eve of elections.

Shuaibu said, “The National Bureau of Statics came for EFC meeting and according to the President’s spokesman, the man admitted that he miscalculated. That is an agency funded by government, not an agency sponsored by any international organisation.

“He has forgotten that this is not 1984. 2015 is not 1984. The world has gone digital but because they are operating an analogue system of government, they don’t know that even a 10-year-old can use the internet to find out statistics.

“When the NBS came out with the figures about loss of jobs and how it was affecting the economy, nobody came out to defend the government. But just as the certificate issue was managed, they have pushed the DG to the villa and obviously dictated to him what he should say.

“You cannot say that a government that is in power, the DG of NBS reeled out statistics, you did nothing to him, many months after and because elections are here, on the eve of elections, he is summoned to FEC and is asked to generate new figures. That is a fallacious tale and an affront on the sensibilities of Nigerians and they should apologise to us.”

Incidentally, the NBS has failed to release the statistics on unemployment for over a year, citing lack of funds as the reason.

However, the opposition has always insisted that the Presidency had ordered the agency not to release the figures until after elections.

In America...NFPR (Non Farm Payroll) is the critical indicator of how the job market is doing.

There is a reason the non farm sector is used instead of otherwise. In Nigeria na Farm Payroll them wan use for indices....Hausa Fulani mentality and hipocrisy mixed with conspiracy against 2019.
In America agriculture accounts for less than 1% of GDP unlike in Nigeria where it forms a larger proportion of the GDP and people employed especially in the rural areas, you can't compare both economies.

Hmmm... crossing a dangerous red line. It is like turning off your airbag, doing an odometer rollback or tampering with the sensors... thermostat of your prized auto... it may give you temporary mental relief then.... kaboom without warning. Statisticians like doctors are not to be toyed with by learned economists. They are completely apolitical and in some climes the entire department is not government appointed or controlled.

No sir. The statistic is very correct. Statistics is statistics and has a very deep contextual premise, that is it is hinged on empirical historical data for the purpose of projections so the criteria must remain stable over time.

In a nutshell statistics is only useful in context, in comparison so apples have to be compared to apples. If data has been collected over the decades on 'white collar' jobs as the barometer of employment then it cannot suddenly change. What he can ask for is a new line of inquiry but this will be of limited use because it cannot be compared to anything previously except if agricultural employment data for example has been collected separately before.

This government cannot just wake up and adjust the bar or widen the goal posts simply because its strikers are impotent. And morally it low level corruption. And fundamentally it will not help Nigeria since the middle class remains the perfect barometer for determining economic productivity. We are not an agrarian, peasant, socialist society. Agriculture cannot propel our development. Our population is much too large for that. It can help us cut our bills and balance our books but it cannot prosper us singlehandedly.

I don't need someone to tell me that the figure is not accurate before I will know. Is it that agriculture does not form part of economy or people working in the farm were not part of working class? Anybody saying those two factors should not be part of job creation is mad and don't know what he /she is saying. People working on construction site should also be part of job creation. I have said it before that people are getting the issue of job loss wrongly. The construction works were going on in all the 36 states including abj massively, far more than the previous government and some people will come here and be talking of job loss more than jonathan regime in this government. NBS should go and do the correct thing.

you said agriculture can't propel our development because our population is far more than it? Son we should rely on importation of foods and other agricultural commodity? People in the farm should leave their farm and come to the city to add to over congestion of the city or those in the farm should die of hunger? If you are employed by a bank or any private organisation, does it mean that Buhari gives you the job?

NO if you could get the job through your competence and experience in the midst of adverse economy and YES if the government could bring out some micro and macro economic policies that will encourage the banks and other private sector to absorb the job seeking graduates


If you could create a job in a sector of economy on your own, let's say Rice production, it is perhaps because of some conscious governmental efforts directed to change the human behavior and mentality towards agrictural sector. Some of the efforts embarked by this government are

Embargo on foreign rice importation. This has driven many individuals and some states into local production of rice

Massive creation of awareness of the need or benefits of localized production

Availability of funds or loans to youth channeled to motivate them into agricultural sector of the economy. Here, the government has not, may be, done enough awareness about it. But still I have heard some people enjoying this loan privilege.
