However some eyewitnesses told Channels that the tanker which was said to have caught fire, was not laden with fuel. It was also gathered that Firefighters and other security operatives were on ground to control the situation.

That is not the solution!
The solution is to punish people who through their actions causes the death of others. It is a crime and called manslaughter. By the time the driver, the owner, those who supplied the tanker are tried, convicted and sentenced for manslaughter, even the depots will ensure they only supply tankers that are safe and sound, owners will ensure their vehicles are in good condition and drivers will refuse to drive vehicles not in good condition
