Considering INEC’s procedure, how can the national collation director rig the election for the president?

After every presidential election, the state REC and collation officer will collate result at state level and bring it to Abuja where it will be announced publicly in the presence of media operatives and beamed live on TV. So tell, how will the national collation officer change what was collated at the state level?
