In a bid to inject a fresh pair of hands to run the Nigerian Ports Authority (NPA), the Minister of Transportation, Mr. Chibuike Amaechi, has submitted Ms. Hadiza Bala Usman’s name to President Muhammadu Buhari to take over as the new managing director of NPA, THISDAY has learnt.

Should Buhari approve the recommendation, Ms. Bala Usman, 40, will become the first female chief executive of a top tier federal government agency and of the NPA.


She shall take over from Alhaji Habib Abdullahi, who was reinstated by Buhari in August 2015 as the managing director of NPA, after he had been shown the exit by former President Goodluck Jonathan in April 2015.

Sources in the presidency, who confirmed that Ms. Bala Usman’s name had been sent to the president, said Amaechi had decided to make the changes in order to overhaul the NPA.

Amaechi, it was gathered, is not particularly impressed with the way the NPA was being run and has decided to effect a change of the executive team as soon as possible.

A presidency source said that the minute Ms. Bala Usman’s name was submitted to the president, Buhari was happy to consider the recommendation, given the past relationship he had with her father, the late Prof. Yusufu Bala Usman, who was a renowned Ahmadu Bello University (ABU) academic, historian and activist before his death some years ago.

Amaechi was also believed to have recommended Ms. Bala Usman, on the grounds that two chief executives of the foremost parastatals under his ministry – Nigerian Maritime Administration and Safety Agency (NIMASA) and the Nigerian Railway Corporation (NRC) – are from the south, and he would rather have an equitable distribution of appointments into the agencies under his ministry.


Ms. Bala Usman, who is currently the chief of staff to the Kaduna State Governor, Nasir el-Rufai, and a member of the All Progressives Congress (APC), was born in Zaria, Kaduna State, on January 2, 1976.

She grew up close to the ABU campus where her father worked and obtained her Bachelor’s degree in 2000 from the same university and her Master’s degree from the University of Leeds in 2009.

She worked for a non-governmental organisation, the Centre for Democratic Development and Research Training (CEDDERT) in Zaria, as a research assistant for a year starting in 1999.

She also worked for the Bureau of Public Enterprises (BPE) when el-Rufai was the director-general of the privatisation agency and moved with him to work as his Special Assistant on Project Implementation.

In 2011, she worked as Director of Strategy for the Good Governance Group (3G). In 2015, she was appointed Chief of Staff to the Kaduna State governor.

She shot to national prominence in 2014 when Boko Haram insurgents kidnapped 276 girls from their secondary school in Chibok, Borno State.

Following in her father’s footsteps, Ms. Bala Usman, in conjunction with the former Minister of Education, Mrs. Oby Ezekwesili, co-founded the #BringBackOurGirls (BBOG), which brought global attention to the plight of the kidnapped schoolgirls.

She is married to Dr. Tanimu Yakubu, former Chief Economic Adviser to the late President Umaru Musa Yar’Adua, and they have two sons.

The growing importance of social media platforms and apps as well as Internet voice applications has hit telecommunications firms hard, claiming a chunk of their revenue, OZIOMA UBABUKOH writes

The telecommunications industry in Nigeria, Africa’s largest economy, is projected to lose a total of N109tn ($386bn) in voice revenue to the growing usage of Over-the-Top Internet voice applications by 2018.

United Kingdom-based research and analytics company, Ovum, stated in a report that “the $386bn loss will accrue over a period of six years – between 2012 and 2018 – from Nigerian customers using OTT voice applications.”

Checks by The PUNCH show that the increasing rise of the OTT players who provide voice and Short Message Services, or apps such as WhatsApp, Skype, Facebook, BlackBerry Messenger and Viber, is currently eating deep into the voice revenue of telecommunications companies in the country by more than 50 per cent.

The impact of these new services is further explained in a report by Credit Suisse.

In the report, the multinational financial services company said, “Proliferation of Over-the-Top content services such as Skype and WhatsApp, among others, could trigger more than a whopping 50 per cent revenue hit on Nigerian telecoms companies’ voice services in the coming months.”

A report by the Nigerian Communications Commission also indicated that the OTT could be a threat to traditional telecoms model by licensed operators.

“To further worsen this issue, the traditional operators still have to make significant investments in upgrading their networks to handle the increasing volume of data generated by the same providers of OTT services,” the NCC report read in part.

The Executive Vice Chairman, NCC, Prof. Umaru Danbatta, at a forum with telecoms operators recently, ruled out licensing OTT, thereby foreclosing its regulation.

However, findings by our correspondent showed that the monthly revenue accruing to the telecoms operators from the provision of voice services to the owners of the over 151 million mobile telephone lines witnessed an estimated 31 per cent crash in six months.


According to findings, the aggregate voice revenue by the operators, including the Global System for Mobile Communications, Code Division Multiple Access and fixed networks fell from N241.6bn in December of 2015 to N166.4bn in June.

Experts say the OTT trend and the declining Average Revenue Per User occasioned by subscribers’ low purchasing power in the face of increasing cost of operations is responsible for the fall in operators revenue.

“Reduction in the ARPU has been partly traced to the emergence of the Over-the-Top players, which operators said are eating into their profitability potential,” the President, Association of Licensed Telecoms Operators of Nigeria, Mr. Gbenga Adebayo, said in an interview.

Analysts told our correspondent that while telecoms companies in Nigeria had become wary of the effect of such OTT platforms, the revenue loss was only going to get worse.

This was also the position of the Commonwealth Telecommunications Organisation at its OTT conference in London last month, where it said it was conducting a research into the dynamics that could stop the trend.

“The CTO’s plan is to carry out a study to understand the market dynamics and policy and regulatory challenges of Over-The-Top services, both in the context of their impact on traditional business models and of opportunities for innovation and stimulating economic growth,” it stated.

At the same time, major operators such MTN, Globacom, Airtel and Etisalat in the country’s $38bn telecoms market said they were also struggling to counter a trend in which the prices of basic voice and data services were declining.

MTN Nigeria said that OTT content services had a “cannibalising effect” on network operators’ voice and data revenue, because they provide “free” services, which duplicate services already provided by network operators such as voice calls and SMS.

According to the firm, a ready example is WhatsApp, which provides free instant messaging services as an alternative to text messaging services provided by mobile network operators.


“It (WhatsApp) has also launched a free voice service,” the company’s Public Relations and Protocol Manager, Mr. Funso Aina, said, adding, “The point to note in this argument is that OTTs allow users to send unlimited texts, images, video and audio messages free of charge, using their current data plans.”

According to him, the problem is that these services are provided using network infrastructure of the operators, but without commensurate compensation to operators.

Aina added, “At the same time, they are denying operators of revenue to grow their networks, thereby impacting on service delivery and long-term sustainability.

“For instance, to date, MTN has invested over $15bn in building its network in Nigeria. You can now imagine an OTT leveraging on the network to deliver its content without investing a kobo locally. The impact on revenue is huge.

“Furthermore, because these entities are not licensed, and because they have not built any infrastructure locally, they do not have the same costs as licensed operators.

“They do not pay taxes, they do not employ any people locally, and indeed, they have no local presence whatsoever, meaning they do not make any contribution to our economy and their services are denying those who make contributions of income.”

The MTN public relations manager stated that it was the view held by most within the industry, but noted that “at MTN, we are looking to find win-win solutions for all stakeholders.”

Aina, however, dismissed the allegation that some telecoms operators had continued to dispute a view that they were making enough money from their higher paying data services to offset the loss of voice and messaging revenue.

He explained, “Every service is provided at a cost, and we cannot subsidise one service through revenue from another; so, the argument as to whether loss of revenue from one is being offset by another is really not a fruitful argument.


“The important thing is that services must be produced efficiently and all stakeholders, including our customers, must get fair value for their investments.”

An analyst at Ovum, Mr. Emeka Obiodu, who shared Aina’s views, said, “The use of Voice over Internet Protocol will grow increasingly over the next five years to become the underlying technology for delivering voice over telecoms infrastructure.

“Blocking these services, entering into alliances, or trying to out-compete the OTT players are not going to stem the tide.”

Obiodu said that a number of factors drove the growth of the OTTs in global demand, including improvements in the availability and speed of broadband networks, the growing capability and affordability of wireless devices such as smartphones and tablets, and continued dominance of social media.

The Research Director, Gartner, Mr. Sandy Shen, said, “The impact seen today of the OTT VoIP services on the traditional revenue streams of telecoms is just the tip of the iceberg.

“The OTT chat apps such as WhatsApp and WeChat are putting more pressure on telcos than VoIP services because they offer social networks that retain user loyalty and stickiness. That is pushing people to go for smaller voice and text plans, though they still need a big data plan.”

PriceWaterhouseCooper, a global consultancy firm, however, said there was a way out.

It suggested that the telecoms operators should develop a successful strategic response to the rise of OTT competitors.

“They must first take stock of the considerable assets and capabilities they already possess and determine how they can leverage them in order to compete against, or work with the OTT players,” it stated.

After trying on so many occasions to load the (fake pins) which even got my line barred by MTN , I forwarded a text message to the customer back telling him all of his pins were wrong and do not exist.
He called back insulting and telling me he was going to come back to Nairaland and mess my name up if I failed to credit him with DATA, which I vehemently refused. He later called back after some minutes saying he called MTN customer care and he was told that my number loaded the pins.
Pls people, I do want u guys to judge this case, that's why I had to drop the said pins so that u guys cld load them in ur phones .
I also want u guys to discredit whatever he comes up with as an allegation against rooneyboy, rooneyboy has been more than transparent in all of his handlings, why this mess against rooneyboy (might come up) is just because I've refused to be boxed and blackmailed my the thief who calls himself galaxy.

These young men were caught trying to steal armored cables attached to an electricity transformer around Udi street ‪in Umuahia, capital of Abia State. They were caught by residents of the neighborhood, as they were stripped unclad, beaten and tied to the metal frames of the transformer. The thieves were later taken by police officers who promised the people that they will be prosecuted properly.

The Ibeshe part of Ikorodu has been plaqued with bad events in recent times, but none of it beats this.

Residents live in great pandemonium as they are scared of the much dreaded rapist known as Baddo. Baddo who is said to forcefully sleep with aged woman, particularly single mothers and widows has turned out to be a nightmare for others

A 63 year old woman recieved the greatest shock of her life in the early hours (around 2:30am) on sunday, she was raped and stabbed to near death, her 10 year old daughter was not spared as Baddo made sure she was stopped from waking the neighbours


Many are of the believe that he is aided by some top men in the community, one of Naijanewsrave correspondent talked to one Mr alagbala (psuedonym) about the allegory events happening in the community and he has this to say;

“The truth is, someone in this community is using these women for ritual and occultic purpose, Baddo rubs handkerchief on these women private parts after sleeping with them. He further said; for me, the king has not been supportive, when journalists came during the first time they arrested one of the gang, he refused to come down to speak to them, he even insisted the first rapist we caught was handed over to the police without a bruise. I dont want to conclude anything yet but we need the Lagos state government to provide more securities for us. It’s safe to say the policemen are not doing anything about the whole matter

People are really suffering. A downpour on Sunday claimed four lives at Bakatoshi street, Magume, Zaria Local Government Area of Kaduna State. The News Agency of Nigeria (NAN) reports that the deceased include a housewife, Fatima Usman, her three children, Halima, Usman and Nana Khadija

NAN also reports that the heavy rain, which started around 8:00 p.m., lasted for more than three hours.

The husband of the deceased, Jamilu Usman, told NAN that the deceased lost their lives during the rain, which resulted to flood.

“I spoke with my wife when the heavy rain started and advised her to be calm and take care of the children. “When the rain was over, I rushed back home only to find them dead.” he said.

The Federal government led by the Minister of Labor, Chris Ngige, today began talks with leaders of the Petroleum and Natural Gas Senior Staff Association of Nigeria, PENGASSAN, to end their 5-day strike action. According to both parties, the dialogue have so far been satisfactory...

NUPENG however says the strike will still continue until all issues that led to the call for the strike action is adequately addressed. Among the grievance of the oil workers include; staff redundancy and collective bargaining. Speaking after the meeting which lasted over six hours at the Federal Ministry of Labor, the Minister of state for Petroleum Resources, Ibe Kachikwu, said

"The meetings were collaborative. They were deliberate, they were frank and solution seeking. In most of the key areas, we had a good collaborative landing@he said Minister of Labor, Chris Ngige, said the only issue outstanding at the moment is the issue of unemployment in the sector "We only have one issue outstanding and that is unemployment. and that matter will be addressed tomorrow because the IOCs are not here.

I do not frequent this section that often because the amount of insults that get distributed here like it's an IDP camp but it is hard not to notice certain trends and behavioral patterns from the "comments" of threads from the political section that make it to the FP. And that's a lot undecided

Despite how our APC and PDP supporters like to make it seem like they are any "different" from each other, they actually share LOTS of similarities. Let's point them out, shall we? grin

1) Their comments are often half thought: The minute a thread that has Buhari, APC or PDP in it's title created, many of their supporters rush in to either "book space" or drop some irrelevant comment that has NOTHING to do with the topic. Even if the op is trying to make some sense or trying to point out the incompetence of our leaders, they will rush to defend or abuse the op instead of the topic. The result of this is unnecessary bantering that leads nowhere and whatever message was trying to be delivered never gets addressed.

2) They all support and defend corruption and corrupt leaders: This is the most interesting part of it all. Despite the fact that PDP basically shared all of Nigeria's funds among themselves, were unable to put adequate infrastructure in place, have members who have been "accused" of several crimes etc you will still find several people supporting and even hoping of voting them back into power if given the chance. As long as the person is from their tribe or state, they offer their unwavering support.

APC supporters feel everyone in PDP are all corrupt. That is until they join APC. Funny enough, most APC politicians looted served under PDP during the 16 years of one of the world's greatest looting in the history of democracy. To APC members, whoever decamps become an automatic saint and does not deserve to be probed.

3) They benefit nothing for their efforts: There are several rumors that most of these supporters get paid to post in support of some particular officers. However, we still have not heard any of our nairaland politics section e-warriors getting any political appointment. If there any, I personally have not heard of them.

4) They offer no solution to Nigeria's problems: And most of them are actually what is wrong with Nigeria. Their comments are based on emotional, tribalistic and ignorant premises. They support the same people who have robbed them blind and obviously have not heard Femi Kuti's hit, "Dem bobo!" undecided

5) Some of the people who support these politicians do not even live in Nigeria: They have access to 24 hour electricity, cheap data plans, a working infrastructure, don chop belleful so they think it is alright to say whatever they like. Afterall, they do not stand on fuel queues, do not have to bribe the police before they can lay a complaint, do not have to consult Sango, Ifa or the holy spirit before going to the market or deal with prices of products that have risen like ijebu garri

6) The rest are stuck in the situation: The rest of you who all think they have learnt the new data cheat still have to queue at your neighbor's house or at the nearest barbing salon or at a restaurant to charge your devices after enjoying a meal of tomatoless concoction jollof rice with HOT water(no light na). Kontunu

7) They are all insignificant in the eyes of the politicians they support: Before elections, politicians will promise heaven, take photos with the "masses", give promises and then right after the elections will ban these same people from doing business, cancel their promises or develop amnesia about them. To them, these masses are only standing in the way of their loot and the overall well being of their kids who will benefit from these looted funds.

The social media has been a blessing to Nigerian politicians. They now have access to uneducated youths incapable of rational thinking who support them for NO REASON! They loot funds, ignore projects, promise and cancel promises and STILL HAVE youths(who are victims of their nonchalance) who support and will die for them. Beautiful grin
