Using the Family is the closest example we all can understand. Don't forget the government isn't Structured in the family settings, the government mustn't save to open a supermarket, availability of international loans and monthly allocations are on the daily knocking on the governors door. Taking Healthy loans for capital projects that generates revenues is something any government can do and the idea of saving won't be a big deal.
For example, the Anambra people currently buy water from vendor at high rates, if the saved money was used in rehabilitaing all water works and billing them appropriately. I believe we would have crossed that bridge and the revenues should have repayed all investment expenses in view of gaining interest in subsequent years. Any Nigeria government who have a vision, might have a poor saving culture , but we hope his capital projects speaks and not looting of the little funds.
