If the money were stolen and government is aware, what have they done to recover the stolen money. If they recover stolen money and reinvest, they won't need to saddle citizens with so much burden. Are they not part of the same people who have stolen the money?

Avoid it been stolen than thinking of getting it recovered...With a good defense in court, such case can linger for 10yrs or more and they aren't foolish not to jump into the available party to discuss a soft landing.
Electricity ,Water Board, Sewage and all should be privatize and thr government should focus on increasing all wages... The money used in paying Subsidy for all this should be added to workers salaries, moreover the Subsidy paid are inflated by certain individuals.
most Waterboard usually spend nothing less than 200Million monthly in water production, all this are subsidized by the government and certain individuals are only just stealing and not providing the needed services,while the end users are just wasting the treated water...Subsidy should be removed in all sectors ,if you ask me.

Why has government refused to tackle corruption and recover stolen money first? Why does it leave the money he could recover and prefer to transfer the hardship on ordinary Nigerians? What is the guarantee that after increasing the tarrif, they still wont end up stealing the money? And finally how do you contemplate billing without first providing meters for Nigerians?
