Since the November 2015 governorship election in Kogi State when INEC introduced this guideline, “inconclusive election” has become a problem to the Nigerian electoral system. Aside from eroding the confidence of the electorate in the whole electoral process, politicians have seen it as a potent tool to subvert the will of the people during elections.
