The competitive advantage (bigger economy) we have draws more people. It's no secret that the SW draws the most immigrants across the country and the need for the indigenes not to migrate enmass internally. It is also reflected in the share of GDP the area controls which also reflects in state governments ability to generate meaningful revenue from the region.

In the case of the Yeast. You really can't draw water from stone and your governments have far less tools to make the area economically bouyant.
