All must be certified fit medically with at least 15 years drug fee life including use of alcohol.

These people must be either nurses, doctors or holders of a degree in Public health only. All others already there must train new staffs and they themselves be transferred to other outposts of the fed ministry of health.
They must ensure no strange illnesses are brought here.

Nigerian Quarantine services.
These ones just currently collect salaries.

Seems you also wanted to give up something before getting to the negotiating part and would have given out everything away by the time we get to that point.
