They won't implement it but if actually they are so desperate about regulating and monitoring online traffic and what is going on there, they might implement it out of desperation but it's not advisable for anyone to use it because you'll be trading your privacy and might be taken Down if the government finds your activities unfriendly whether it be morally right or not.
