Southerners call them illiterate so they refuse to read english.

On a serious note ....any culture in Nigeria can have newspapers write in its language. You first declare that your people are everywhere in the nation, then express your desire to promote your language nationally to reach your people. If the media refuse you bring economic emphasis by boycotting their business in your cultural homeland. If your homeland has an economic bite on their business they will yield to your demand.

Replicate same with Yoruba in the west, Igbo in the East, and other tribes in their state and local Government as they dislike English as our lingua franca.
