Jesus NEVER set standards for those who aren't his followers. His target is the lost sheep of the house of Israel: meaning individuals who feels the need for spiritual guidance!
Such a person will join the congregation of God and abide by the standards set by the elders. Those are the persons Paul's letter is addressing NOT just everyone walking without a need for what the Christians have to say.
