Those guys have lots of accounts... When one is banned they create 20 more accounts.

To check them in my own opinion the process for registration needs to be reviewed.

Some TOS which includes a warning that if you use your account for fraudulent activities you may be reported to the appropriate security agents.

Dormant accounts needs to be re verified before posting.
Newly registered accounts may not be able to post pictures until they have reached a certain number of reasonable posts.
