Why will an 18yrs old boy still be in a secondary school? That's an adult for crying out loud. Only adult in the midst of children will have such sinister motive.

This your reasoning is flawed my brother. Education is a necessity and basic right for all children. A child that is not 18 and above is not capable of making rational decisions hence you are mandated to give them the tools needed to make informed choices as they grow to become adults, formal education is one of those tools.
