you can only use international passport to open a pyypl account and immediately a pyypl card would be issued to you.

for now only zenith and uba cards are the cards working perfectly on it which is limited to 20$ for both cards

sweet thing about it is you can use third party card for funding it without any issue

I'll advice you to relax, take your mind off the order for now, and be expecting its arrival at Ile Ife. The reason being that it may take longer than expected to get to you considering your location. My last order arrived from China in less than 7days but took 9 days to Clear by customs. Luckily, I got it on the 3rd day in Lagos.
