I can't as I don't know the weight and item you're sending + mode of shipping you preferred. Just go to your nearest PO, you'll be guided but remember, they don't collect perishable items and (semi)liquid items.

If Singapore post that is meant to ship it is saying this then what is going on ?

if you fill your address as a Surulere address when ordering from Ali Express it goes straight to surulere post office

Those who placed orders for items before the lockdown and are yet to collect there items I think should exercise patience, within the next 2 weeks I think items will start rolling out gradually as Nipost are now working.
