He's not. He lacks the final pass. Most of the time he do pass to the wrong player, poor pass which is usually intercepted by the opposition.
If he can know when to pass, and when to shoot that will be even better. Not running from the half way line to opponent's eighteen yard box and then casually give the ball back to opposition.

Note I never said Simon is a more skilful footballer, but he is better at making those passes and crosses. Simple! Or is it not that simple?
