The Chairman, Independent National Electoral Commission (INEC), Prof Mahmoud Yakubu has denied claims that the results of the last general elections were transmitted electronically.





PDP Presidential candidate in the February 23rd election, Atiku Abubakar who is challenging the outcome of the election before the Presidential Election Petition Tribunal (PEPT), claimed to have won the election by virtue of some results they got from a certain server where INEC inputed the results.



At the resumed hearing at the Tribunal this morning, lawyer to President Buhari, Alex Izinyon (SAN), played a video where INEC Chairman said his commission could not transmit results electronically because of inadequate communication facilities/coverage in the country and the challenge of cyber security.



Izinyon further tendered a digital video disc (DVD) which contained the interviewthe INEC boss granted to a private television station, in which he gave details of the challenges of transmitting results electronically.

INEC specifically denies the existence of electronic transmission of results and it is unknown to the Electoral Act 2010 (as amended).”

But the INEC manual used for the training of ad-hoc staff prior to the elections proved otherwise, because it states in ‘Step 6’ under closing of polls that the Presiding Officer shall “send the number of voters verified from Smart Card Reader to INEC back end server.”

Mamud Yakubu should know that it's not by denying the existence of a server or INEC didn't transmit results electronically but what the court will do with all the indisputable evidence before it on this matter.

The INEC chairman needs to be invited to the court and made to state his position under oath

I am really not sure why they are playing videos when Prof Yakubu is alive and still the the INEC chairman and can come to court to testify

Technical points that we need to consider and relate them to the request above are below:

1. Inec's budget for 2019 general election reflected electronic transmission of result using card readers. And this budget was sent to the Senate and president for approval and which was finally approved.

2.The features of card readers used in 2019 general election can transmit results electronically & this cannot be done without a server.

3. The law does not recognise transmission of results electronically. Why was it approved in Inec's budget?

4. Does the law recognise the use of SCRs? The SCRs used in 2015 general election and the ones used in 2019 general election are they the same or were there technological upgrading for those of 2019 used SCRs?
Can a SCR work without server through Human Machine Interface (HMI)?

5. Is there any correlation between granting a request to inspect INEC's server together with the SCRs used for 2019 presidential election & legality/illegality of transmitting election results electronically?

Leave Mahmud alone and let the tribunal decide. Atiku has provided enough “earth shaking” evidence to proof that he won on INEC server according to you wailers. Let’s leave it at that till the matter is decided.

Whatever the inec chairman said doesn’t matter.. the constitution of inec used for the election clearly states that votes won’t be transferred electrically through the server
