Many individuals and groups have recently taken up great steps in tackling most of the national ills from different parts of the country. one of such is that which was at first note handled by one of Nigeria's underground yet proficient social group called the "Excellent Achievers Movement" in collaboration with "Rennaisance for Peace and Empowerment Initiative".

In a press meeting held on the 29th July, 2019 in Port Harcourt where the message been taken was of great national importance as it is said to be one that if properly addressed will boost national unity as conveyed by her President Comr. Solomon Deesi Lenu.

Highlights On The Administration Of The Federal Capital Territory.

The federal capital territory commonly known as FCT is a federal territory in central Nigeria. Abuja the capital city is located in this territory and was formed in 1976 from parts of the states of Kwara, Niger, Kaduna and Plateau state with the highest landmark carved from Niger state.

It is more within the middle belt region of the country, but unlike other states of the country which are headed by elected governors, it is administered by the federal capital territory administration headed by a minister appointed by the president.

The federal capital territory administration (FCTA) is a Nigerian ministry that administers the federal capital territory of Nigeria, it is headed by a minister appointed by the president, assisted by a permanent secretary.

The federal capital territory administration was created by President Olusegun Obasanjo on December 31, 2004 following the scrapping of the ministry of the Federal Capital territory (MFCT).

And there were seven new mandate and secretariats created which includes; 1. Education 2.Transport 3. Agriculture 4. Rural Development 5. Human & Health Services 6. Social development and 7. Legal Service & Area Council.

These Secretariats were headed by non-career civil servants in an attempt to reduce administrative bottlenecks as it were.
Several agencies are funded by the federal capital territory administration (FCTA) including the Abuja Environmental protection Board, concerned with waste collection and disposal and other environmental matters;

The Abuja Geographical information system which provides a geo-spatial data infrastructure and a one-stop for all land matters for the FCT used to facilitate land acquisition and collect all land-related revenue for the FCT; the Abuja Metropolitan Management Council (AMMC) is for various municipal services, and the Federal Capital Development Authority FCDA and others.

The reason why we are gathered here today is to make a demand from President Muhamadu Buhari GCFR and to put it on record that this demands has been made with good intentions in a bid to right the wrongs that has persisted for so long because men of courage has kept silent and people of goodwill has feigned ignorance of the ignoble gestures at the sharing table occasioned against the good people of the south by the north in collaboration with the federal government.

Our demand here today is simple, as it places no burden upon the president or the country but a task to show courage and entrench the “federal character” which has drastically dwindle and ignored under this administration to a level never seen before, this demand is in line with the CHANGE MANTRA and a call for demonstration of INTEGRITY as propagated by the President which is one of the ingredients for which he was voted into power.

This call is necessitated by the constitutional need to create more cohesion in the country and to appeal to those who feel marginalized and to douse the tension of secession already heightened across all region of the country as this singular demand if granted, will quell the call and demand for separation to a reasonable minimum while the government work on other modalities to bring about the UNITY that is necessary for the growth and development of this country.

This demand if granted will be a starting point towards ending the perceived injustices that has beclouded our hearts as it will be a step towards balancing the brutally skewed power-sharing formula and allocation of sensitive positions across all region and geo-political zones as it currently is today in our beloved country Nigeria where the north is arguably taking the lion-share at the expense of others even to the detriment or peril of those whose land possesses the wealth that sustains the nation.

And What Is Our Demand?

This call will serve as a litmus test to the integrity campaign of the President Buhari’s administration as it can be a landmark achievement for him and the nation at large if he will heed to this demand, it is an action that can change the Tribal and Sectional narrative that has been widely associated with his administration or it will further buttress the submission of the vast majority who believes that his government solely cares about the north and north alone in this rank.



Reason Necessitating This Demand:

It would be recalled that the call for the creation and relocation of the FCT to Abuja was first mentioned in 1976 and the process began in earnest in 1991 as quoted in extenso, this was well thought out as the previous capital was susceptible to external aggression hence the need to move the seat of power to a central location to keep the capital immune to invasion should there come a time of warfare, this thought of some forthright individuals gave birth to the FCT we have today in Abuja and hence made the city the capital of the whole nation.

Before the siting of the FCT in Abuja and even afterwards, Abuja was a mere local suburb with no glory but took the deliberate effort of the IBB government to give life to the city by meticulously following through with the master-plan of the capital city which would serve as the administrative headquarters to the whole nation.

This was an act in the right direction and as such; there were no agitations to it even as the resources that was used for its development was coming from the proceed of oil from the South, Abuja developmental plans has enjoyed the support of all Nigerians from the inception even as the evil marginalization that is seen in the scheme of things today started as well from the beginning.

“And it is also worthy of note that ever since the creation Abuja; the position of the FCT Ministry has always been ceded to the northerners even though the city is said to be the capital of the whole nation, amidst this where is equity, justice and fairness? Even though this does not portray the federal character as enshrine in our constitution whether tacitly or vehemently, the claim that we are “One Nigeria” seems to only apply when the resources of other region is to benefit the north.

Ever since the relocation of FCT to Abuja in 1991, no non-northerner has been appoint the minister of that capital city which is acclaimed to be the capital of the whole nation, but this is contrary to what is obtainable in the OIL SECTOR where the highest office in that sector has mostly been occupy by northerners while the southerners look on as spectator until recently.

The NNPC for instance; has produced more GMD’s from the north than other region of the country put together; the office of the “Minister for Petroleum” was almost an exclusive reserve for the north to the disadvantage of the south-south until recent times”.

It is also worthy of note; that the northern part of Nigeria has no ‘’Sea Port” but they have had their fair share as head of the Nigerian Port Authority (NPA) for years, the north does not have oil; but they are the biggest beneficiaries of oil proceeds in Nigeria but when it comes to gold and other solid minerals that are abundantly available in the north, it remains an exclusive reserve for the north to their own advantage and this injustice has been on and still continues till date.



THE CLARION CALL:

We are not at war because; it is only at war that all things are said to be fair for the course; so it won’t be wrong for us to start today to right the wrongs of yesterday for the healing process to begin if we really want the country Nigeria to stay together as one indivisible unit as expected by our founding fathers.

The IGBO man from the south-east and the Igbo nation won’t be crying of marginalization if one of her sons is the Minister of the FCT of the country as they will feel a sense of belonging in the scheme of things in a country that has so marginalize them, and this is not out of place as it is the right thing to do and a starting point for creating cohesion in the nation.


It won’t also be a wrong thing to do, should the office of the Minister of the FCT be given to a son from the South-South where the wealth that greases the engine of this nation is taking from, at least it will further pacify the warring youths in the creeks and quell the incessant oil theft and the call for a Niger-delta republic as currently seen.


Giving it to the South-West is also a noble gesture as it would be a part way to redemption of the sectional believe that is well sediment in the hearts of many today, but sticking to the norm and returning another northerner to become the minister of FCT has everything wrong with it because this will be injustice to other parts of the country who are all co-owners of the FCT.



Conclusion:

In brevity, this clarion call is about equity, justice and fair play which should awaken Mr. President in lieu of federal character via the doctrine of social contract and the yearnings of Nigerians in this democratic dispensation and beyond.
In the quest to appoint or nominate ministers for various ministries in the country, it should be backed by equitable principles in terms of sharing formula;

It should also be noted that from ab initio no personality from the south-south and south-east except Mobolaji Ajose Adeogun from the south-west, has ever tested what is tagged “Minister Of FCT” and in the eyes of democracy; it’s a far cry since democracy entails proper and equitable representation when it comes to federal character.

We also want to use this medium to call on Mr. President to relinquish his position as the petroleum minister as was the case in his last administration, and hand it over to a technocrat in the oil industry so as to afford him time to concentrate on his duties in the Presidency in this current dispensation.

Conclusively and in serious terms, Nigerians will be obliged in their yearnings for justice to commend Mr. President Mohamadu Buhari GCFR under the change mantra if this injustice can be corrected and due change effected. I also use this medium to call on all well-meaning Nigerians, the National Assembly, the judiciary, opinion and religious leaders and all professionals and people of good conscience to support this course in order to put a stop to this unending marginalization.

A stitch in time they say; saves nine; we cry out in reference to Mr President’s words when he came into power in 2015 when he made his epoch declaration that says “I BELONG TO EVERYBODY & I BELONG TO NOBODY” the time to make good of these words is now and let justice prevail.

Nigeria has continued to decline with the movement of the capital to Abuja from where the country is being run by corrupt and incompetent people. Think about all we achieved as a nation when lagos was the capital and what we have achieved so far since the movement to Abuja.
