Cutting deal happens when there is a missing link in the case and the prosecution needs just an admission. If watertight case has been built against a person, there is no deal, the prosecution goes for maximum punishment.

If he has any information that he can give to the feds that might lead to more arrests, they will give him a deal. The Nigerian guy dad defrauded many Americans and even banks of more that 40m USD and also was on the run for close to 4 years, was later arrested and sentenced to less than 10 years. The evidence they had against him are all circumstantial evidence and can be argued by an intelligent lawyer and thus wasting time and resources of the prosecutor. Also giving the feds something new, pleading guilty can earn him a reduced sentence.
