Before you use Ghana as example let me put it to you that Am currently in Ghana , and it has always been complain about complain so don't go there.

In Ghana fuel is almost 500 naira per litter.

1 usd in Ghana is almost 500 naira .

Why did you think they are disturbing does Nigerian traders here if not for the fact that things are not well with them?

everyday you open your Tv and radio it is all about scandals and corruption debate between the ruling NPP and opposition NDC. So look for another country to use as example not Ghana.

Even in the US, UK and Canada people complain and complain...
Your question was about BETTERING the lives of its people, not perfection.

In that regard, Ghana, Rwanda, Botswana and even Ethiopia have done so.
