They don't count the ground floor to join.
You start counting from the one up. There are two floors up.

No, its not like that. When using storey to count buildings, every floor is counted. Even Punch earlier reported using 2 but had to correct it today in another tweet using 3. You can search "storey" out. Its a common mistake though.

Looking at the style of that building, it's a house built in the 90s meaning it isn't less than 20years. I think if it were to be substandard materials, it could have collapsed much earlier.

Perhaps soil movement as a result of erosion.
