That isn't even the mandate of NITT. There is an agency under the ministry of Science and Technology; the Centre for Automotive Design and Development (CADD) that has this mandate which they have not even achieved

CADD and National Automative Council were merged to form National Automotive Design and Development Council and this is headed by the chap that designed the Chevrolet Volt; Jelili Aliyu. It is now a parastatal under the Federal Ministry of Industry, trade and Investment.

Even that Innoson sef is a fraud. They import the cars from China in form of knocked down components and assemble them locally and want to be treated as if they are manufacturers. We like deceiving ourselves in this country and iboes are capitalizing on it by using media propaganda to package that Innoson fraud. The Innoson scam sef pays his workers slave wages, probably because he already knows his people are slaves.
