The excerpt you uploaded clearly stated the successful diversification of the economy from Oil and Gas sector into services and telecoms in the period you are trying to point attention to. It also noted the propelling of Nigeria into the Africa's largest economy.

It noted the income inequalities of the era as alarming. But inequality is a serious concern all over the world and which even the author himself partly attributed to Dutch disease that plagues resource rich countries.

How the author came about the figure for unemployment is unclear. However, according to more credible data, the highest youth unemployment rate ever is 38% in 2018 while the lowest youth unemployment rate is 11.7% in 2014. Indeed, the lowest unemployment rate in Nigeria is 5.10% in 2010 while the highest on record is 23.1% in 2018.
