Does nigeria isp save the numbers that used an ip address at a particular time for example

0900 000 0000 used 103.749.739 ip at this particular time 5 o'clock?

The IP address has nothing to do with the phone umber, so you can’t. Even if you had access to the carrier’s servers (and anyone who does would never look for information like that unless it was required - say by a search warrant), you’d have to know when - because the IP address (assuming we’re talking about the one assigned to the phone when it’s using mobile data - there’s no way to do it if the IP is assigned by Wifi) us only assigned to that phone as long as it’s connected to mobile data. As soon as the owner turns mobile data off, or restarts the phone, or turns it off, that IP addres...

OK what if they have an ip address given to them do you think they can detect the number that was using that particular ip at a particular time for eg if i give them an ip 183.474.849.44 and a date (10:29am saturday) cant they make a query that can pull up the phone numba that was using this ip at for eg 10:29 am on sarturday

You can’t. The two things are not related, so there’s no way to do this.
The mobile device might not have an IP address at all, if data is turned off. It could have an IP address for the WiFi, which would only operate for that local network. It might have one for a 4G connection, but it’s going to change all they time as the device moves between cells.
Actually, I have just thought of one way. Phone the mobile phone user and ask.

The purpose of having a fix/registered/mapped IP is that if a device were acting as server of some kind, but since the nature of mobile data connection is client oriented, as such there is no plausible reason for carrier to maintain such low level (layer) table mapping IP to ICCID/IMEI/etc.
But in android you can only find out your currently assigned IP by carrier (most likely a private IPv4/rfc1918) somewhere in Settings -> About -> Network Info, or many 3rd party system information tool in Playstore.

If you aren't the ISP, there is no consistent way of telling the IP address from a phone number.
The IP address changes too dynamically for you to be able to tell that.
If your phone goes off then on, alas, a new IP address. If you're on the move and your device changes from one BatS to another, guess what? A new IP after the handover.
So if not the ISP, this will be quite the hustle to keep track of.
Oh…and also take note that mobiles and devices inside the ISPs network use private IP address. So if you're in another network, you probably have another issue on your hands.
