Does IPPIS capture sponsorship of conference attendance? Some lecturers do attend at least 1 local conference as part of staff development annually.
In my opinion, IPPIS may save money for the FGN but would cause a lot of damages in Nigerian higher institutions. There would be heavy reliance on Abuja to get approval for everything which would take time, bribe, multiple travelling to Abuja which would've been resolved easily in various institutions. Can you imagine the Accountant General threatening VCs? So shall other IPPIS staff cajole lecturers too. The best is for FG to accept the model being proposed by ASUU which would localize the IPPIS in various institutions.

No one is saying conferences, visiting profs and whatnot shld not be captured. What the FG is saying is.... let’s hv all permanent personnel on IPPIS, all other expenditure will be captured under other budget heads. Conferences and visiting Profs shld not be paid from the university personnel. I really dnt see what the big deal is joh.

You make some good points.
I believe ASUU members have become accustomed to getting paid for not working via endless cycles of strikes, so seems like they are always looking for reasons to embark on their next strike .
There should be legislation to limit the number of strikes a union can call within an academic year and also the duration of such strikes especially if it adversely affects the public / stakeholders.
On the other hand I think all FG agencies includin CBN ,NNPC etc should be on IPPIS system regardless of whether they are revenue generating or not.

Better they did. Buhari would sack all lecturers and get better ones from Ghana and India.
How can someone in the academia, a centre of excellence say he does not want IPPIS in 2019/2020.
So ghost workers, fake professors and sexual abusers have become the norm in Nigeria's public university system?

They stoop low to accept useless political appointment eg local government caretaker chairman
They are head of non innovative University units like University satchet water coy, uncoordinated cab service etc
Their union can't tell them they should not be found in frivolous appointment
