A lot of people are commenting just because they want to be among the people that are commenting.

There are public procurement laws and the government is not just going to "give" the contract/project to one company or the other. Companies are going to bid for the project.

2nd is due to be completed in less than 3 years, but the 4th NB won't even see kick-off 5 Years from Now.

This is still the talking stage, they still have to get over funding, contract award, compensations, hundreds of demolitions, court cases and so on.
