There are instances where top military powers have been frustrated by smaller countries. Go read about the Soviet vs Afghanistan war. Soviet Union were frustrated that they have to pullout, but Afghanistan suffered a heavy casualty. Will you say Afghanistan defeated Soviet Union?

Go read US vs Vietnam war! Vietnam frustrated the US such that the US objectives for entering the war was not met. But Vietnam suffered a heavy casualty. Up till now, that country has not remained the same. So you will say Vietnam defeated US?

They have not enriched the plutonium and other materials to a stage it can be used to generate electricity, not to talk of quantities and qualities needed to make a nuclear weapon,
