Tecno and Infinix are based in Hong Kong which is considered a separate country from mainland China. Also China is on the list because the government blocked access to the regular Internet. Most of the 'Internet' is just heavily monitored and policed connections within China itself.

(2) and 7 countries that forbid their citizens the use of internet(and to my surprise China was listed among the answer that was what prompted me to check it, and lo and behold it is there.)

If you like read the write up 100times over, you will see that the write-up itself doesn't make any sense, -
He/She Started with the caption "Countries Without Internet Access" as header, and went on to say ".....There are 13 countries who limit or do not allow citizens to use the internet to find information." Limiting internet access and being without internet access are two different things entirely.
Secondly, you will find that the opening sentence itself doesn't relate in anyway to the write-up.
Lastly, the list contained some false info.
So, it wasn't even worth a second read in the first place.
