I am not saying that. My point is that during their tenure, there was no law in place compelling them give the LGs financial autonomy. Consequently they can't be prosecuted if they broke no law.

D issue is not whether there was a law compelling them to give LGs financial autonomy. if u agreed that there were LGs during d tenure of d gentlemen I mentioned and u also agreed that funds were made available to them for LG administration, d question is what became of those funds? Were they used 4d purpose for which they were allocated? If they can't account for those funds, are u saying that because there were was LG financial autonomy law that they weren't corrupt so therefore not subject to prosecution?

Who is to be blamed?. The federal government has the mandate to be paying the fund directly into local government account , instead they pay into state account.

The FG should strengthen electoral process at the local government level first to stop governors from appointing the chairmen or caretakers. That should be the first step but for now, he that plays the pipe dictates the tune.

You dont need the federal government help. Tell your state assembly representatives first. They can set rules regulating state electoral commission.

Blame the constitution. The state assemblies if I remember correctly have refused to abolish the joint local and state government accounts. That's one reason why Buhari had to use regulation to stop them.
