Use a clean template and it should be easy to read and navigate ,

1. Do no do things that will annoy your visitors, eg naming you site something discriminatory like "wazobia.org." Avoid popping up windows, flashing text and graphics, unproductive and possibly intrusive gimmicks (eg telling your user what town they are in). Take disabled people into account and make everything accessible etc etc etc

2. Your site should be pleasing and relevant to your visitors. Ensure that they do not click too many times to get to information they want; and make sure information is always up to date, relevant and reveting; also, present your info in ways that please the eye and command positive attention.
