The next in qualification and heirarchy to each of the service chiefs are not people Buhari trust. If he fires the current chiefs he must bring in people he does not trust. Its why he hesitates.

If Army and Air Force Chiefs were Southerners and their replacement would be fulfilled with Northern muslims he would already have done so with a replacement long ago and without any public demand for it.
