Lagos State Government, if you are reading this, I want to give you a very valuable advice:-

1.OUTSOURCE THE BUILDING CONTROL AGENCY to proven Private Structural Engineering Firms to handle for you. For instance each LGA can be handled by 3 Firms approved by Government. The workers you have right now in Physical planning and Building control wont be able to fit into the Megacity plan for Lagos state. Imagine how many times that we take drawings there and those guys will condemn drawings done by EXPERTS because they dont understand them. Then the ask us to give them to redesign using their own in house Architects and engineers. They will do shoddy shallow designs that they easily pass since it was done by someone they know.

2. Make Building Approval Process to be completed under 72 hours for large projects and 24hours for small projects like 2 storey downwards.

3. The cost of Approval should be drastically reduce so that every completed building and proposed ones will gladly rush to do it. Can u imagine them charging me N3m to approve a building.

It's obvious you're deeply into Construction business in Lagos.

The three points above are spot-on.

Lagos is too messy! No single street with world class road. Potholes everywhere. Almost all the street lights are dead. The money generated iin that state and the level of development is not at par at all.

The state looks so unplanned.

In a bid to curb the menace of illegal building construction and building collapse, the Lagos State Government, through the Ministry of Physical Planning and Urban Development has commenced the on-site inspection of planning permits tagged “Operation Show Your Planning Permit”.

Speaking at the flag-off of the operation in Onikoyi, Banana Island and environs on Monday, the Honourable Commissioner for Physical Planning and Urban Development, Dr Idris Salako said the compliance exercise would be extended to other parts of the State during the coming week.

The Commissioner said that it was highly regrettable that “most of the buildings within the highbrow areas are either without planning permit or built beyond approved units, stressing that many commenced construction without recourse to the Lagos State Building Control Agency (LASBCA) as stipulated in the Lagos

In view of this flagrant disregard to the extant planning laws of the State, Dr Salako stated that the Lagos Government would not hesitate to apply the full wrath of the law against such violators, in order to ensure compliance with the planning laws and regulations in the State.

He maintained that obtaining planning permit before commencing construction is not negotiable as the present administration remains determined to bequeath Lagos a megacity that is sustainable, orderly, liveable and friendly to business and tourism.

While emphasising that the era of unplanned developments in which anyone could erect buildings according to their fancy is over, Salako said, “For the avoidance of doubt, no building is allowed to spring up in Lagos State without first obtaining planning permission and complying with the State building laws”.

He, therefore, urged all property owners, developers and other stakeholders in the built environment to ensure that they obtain a building permit and produce it when demanded by officials of the Ministry of Physical Planning and Urban Development and its Agencies, adding that non-availability of the permit would lead to sealing of the affected property while its promoters would be made to face the law.

The Commissioner also warned property owners and all concerned to desist from breaking government seals on identified illegal building construction or working on sites where seals had been broken.

He urged Lagosians and all stakeholders to cooperate with the State Government in its aim of achieving a safe and secure environment by, not only obtaining planning permit but, ensuring conformity with their approved plans.

Other top officials present during the enforcement operation include the Special Adviser, Urban Development, Mr Ganiu Adele Ayuba; the Permanent Secretary in the Ministry, Arc. Foluso Dipe and the General Manager, Lagos State Physical Planning Permit Authority, Tpl. Funmi Oshifuye.

No wonder one of my guys quickly moved into his building uncompleted. Agencies were coming, pasting notices up and down.

He quickly did his interior and moved in asap. No need wasting time and money.

My friend, ur suggestions are nice but not obtainable in the present state of our country which Lagos happens to be a microcosm, now let me take ur suggestions.
1. I Have been opportuned to process approvals and respond/defend construction projects at the highest levels of the ministry, and it will surprise you that most of this officials have private firms which they will introduce to you stylishly to do your work ..
Now, if you bring up "OUTSOURCING " like u suggested ,you will only make it easier for them to bring up their FIRMS.. And don't even think that you have a chance at winning a slot, u must consider the "who u know" factor..
I ALSO disagree with your personal notion about the VETTING DISTRICT ARCHITECTS not understanding ur drawings(I know a couple of them who are good)..Although the FRUSTRATION is real, yet Two things are involved. a). Most Expert architects as u mentioned, don't know town planning procedures.. Yes their designs might have aesthetic values,but don't conform with the state town planning procedures which we might argue to be obsolete..but u just have to conform else u take ur drawings to London grin ..
b). They try to frustrate u and eventually get the job .. Offcourse, there are bad eggs everywhere, esp. in this clime of ours.. But will be very minimal if ur drawings are intact with basic town planning procedures.. (Also try not to act too British with dem..na police most Lasg officials be ooh, if u know what I mean= goodluck).

Your 2nd suggestion too is lovely.. But the present structure in Lagos won't allow for that speed of light Approvals.. Where Everybody was appointed there to chop..u only need to know how many tables our applications pass through.. U begin to wonder what happened to EPP (Electronic Planning Permit)initiated & crumbled under Ambode..

Your 3rd suggestion.. U need to understand that the Ministry of Physical Planning alongside LIRS and say ministry of lands are the States major sources of income.. The state won't ever cut its IGR when they know that they can compel u to pay more..

My Take, let's keep on talking constructively while sensitizing ourselves and creating awakening and awareness for a better Naija..
