I can't understand how Keyamo and Pantami reason!
If companies should render certain services free they (government) should pay for such services in a bid to boost productivity.

As a government their mismanagement of the economy has affected all these companies. Those companies are struggling to remain afloat and all these men can think of is ways to further worsen their financial situation.
