Buhari lacks the legal or moral authority to just lock down the country without recourse to some procedures. He could have liaised with state governors to chart an acceptable way forward without arrogating powers alien to the constitution to himself.

This same man was one of those who put pressure on those who refused to allow Jonathan act as president when his boss was ill. He supported Jonathan in 2011, but not in 2015. He supported Buhari in 2015, but not in 2019.
