The Chief of Staff to the President is not an elective post. He is appointed at will by the President to serve the President just like the President's other staff. He is a STAFF of the President and that his where his loyalty should ideally be.

He is right. He reports only to his principal. Was he voted for? NO. Was his name sent to the Senate for approval/confirmation? NO. Is his office under/in any govt ministry/agency/parastatal? NO. Did he take any oath of office? NO.
