I applied for driving license through someone since early March, up till now I have not been called for capturing and the person said the portal has been closed. Please is the person a scam or can anyone confirm this for me and when they will open the portal.

I was also informed from a very reliable source that the portal for new entries is closed. But renewals are still ongoing.
On when the portal will be open, I have no information.
