Yes but in this case, both d driver and officer are both corrupt and are both to blame. To view it in another way, the driver shd be thankful to the police for collecting money and letting him go.

Is the driver supposed to be travelling during lockdown of interstate movement? If the police were to really do their job, his vehicle would be impounded and would become a federal case. He would have to pay almost a hundred thousand naira fine after series of writing statements and reporting at state capital Secretariat in charge of Federal offenders. So the officers are really doing him a high favour..him and his passenger who recorded the video. Cus they're both federal offenders

The only thing the officer may be punished for is not refusing to impound the vehicle and locking up the driver cus that's what they're supposed to do.
