It might not be that. Some countries commit cyber crimes as countries, and cybercrime is a relative word. To one country it might mean something and to another it might mean something else.

The US now, I’m sure, is first on that list because they use their internet products and services to spy on and collect data from their unsuspecting consumers and customers and citizens and even other countries. Facebook (An American product) has been banned in China right now. In the same token, China wey too dey copy copy America started developing their own internet apps and services to spy on unsuspecting folk too, tik tok (Chinese) has/or is going to be banned in the US, that’s cybercrime to you.

I’m sure media piracy and illegal downloads put some countries up there too. Those are still cybercrime.

That been said, if the list was top 20 individual cyber criminals in the world, it would definitely play out differently.

Crime is exaggerated in Nigeria. The problem here is that every slight thing will be put on line, Nairaland precisely!
Most are fake news carried out of bigotry, they have no legit sources

How will naija be there. We are still donkey years behind in the adoption of technology for running businesses especially for the storage and transfer of important or sensitive documents. Many institutions in Nigeria don't even have a website. So issues like email compromises aka BEC scams is almost out of the picture. But in developed countries, most things are done online. Information is stored in a cloud. Emails are used for communication within a company's hierarchy and even between companies and for financial transactions. So it is no brainer that cyber crimes are common in the developed world. It does not exonerate the invictus obis, Husspuppies and Eros of this world because they constitute a significant many who perpetuates cyber crimes is the above named countries..
