So how did this decree introduce unitary rule?

The only thing this decree did was unify the public service workers

Oh I see. Ironsi made it hard for Region's to collect their resources? Is that the age old lie they told you? Well for your information, there were 4 Region's when Ironsi took over, and there 4 Region's when Ironsi was killed. The only thing the Region's did not have was democracy, it was military rule. But all 4 Region's had resource control

The person who abolished all 4 Region's, and created 12 states to replace them, was Gowon, using decree 14. Gowon then followed it up with Decree 15 that ended resource control. Gowons Decree 14 and Decree 15 are below in black and white. Subsequent military rulers kept dividing Nigeria up till we got to 36 states

You should thank Ironsi, he was the only military head of state who kept the 4 Region's he met, and allowed them resource control, others did not

Why not also upload Gowon's gazette and in it show us where Gowon decreed that resource control had been outlawed?

Gowons Decree 15 suspended sections 141 and 164 of the constitution. Do you know what those two sections were? That was the revenue sharing formula agreed at independence between the Region's and the Federal government, as well as resource control. Gowons decree even showed you what he planned to pay the new states he had just created after abolishing the 4 Region's. You have more than enough evidence to do your research on and see that it was Gowon who both abolished the 4 Regions we had, and ended resource control, using Decree 14 & 15

You can either embrace the truth, or continue with the false narrative because it is against an Igbo man.

For you to make this blunderous interpretation of the content of this decree shows that you purposely decided not to read through thoroughly just because you want to vindicate your fellow Igbo brother who truncated democracy in the early life of a new nation. On the commentary section at the right hand margin of the document you posted, it is made clear that the decree in question here is about the distributable pool to the regions and not about the main revenue sources which the regions were hitherto in charge of before the coming of Ironsi.
To help you a little further, in the Independence Constitution, each region was mandated to retain 50% of the revenues generated in their domains, remit 25% to the center, and deposit the remaining 25% into what was called a distributable pool. What Gowon was therefore saying in that part of his decree was that now that he had created 12 states, the distributable pool funds formula will be reworked in such a way that what was going to each of the defunct regions would now be shared proportionally to all the new states which came out from it hence no material change in the law. That he said that section 141 had been suspended didn't mean the distributable pool sharing had ceased. The suspension rather was in the sense that since the regions had now become states, the sharing is now among the new states hence the constitution must reflect states instead of regions hence the provision which reflected region is suspended for that which reflected states.
Let me give you a further example.
In the former Bendel State, the federal allocation was a particular amount. But later Bendel was split into Edo and Delta, and therefore the revenue previously coming to Bendel had to now be proportionally shared between Edo and Delta. For that, the constitution is now altered to read that so so and so amounts will now go to Edo while so so and so will now go to Delta thus the provision which previously said 'so so and so would go to Bendel' is now suspended and that which says so so and so will now go to Edo and so so and so will now go to Delta comes into force. Does that mean that that provision has been abolished? Never! It was only rewritten to show that Bendel is no longer existing but that what was initially going to Bendel as a whole had now been shared between the two states which came out of Bendel thus what was coming to old Bendel is exactly same as what is now coming to new Bendel (Edo and Delta). I hope you get it now. So Ironsi remains the destroyer of Nigeria

You have been desperately trying to convince others that it was your arch enemy Gowon that abolish regionalism in Nigeria and not your hero Ironsi. You have not even been able to convince yourself talk much less of others.

Read the opening paragraph of General Ironsi's decree 34 (very slowly so that the brains will have enough time to decipher its meaning).

Decree 34 of 1966 opening paragraph -

Subject to the provisions of this Decree, Nigeria shall on 24th May 1966 (in this decree referred to as ‘the appointed day’) cease to be a Federation and shall accordingly as from that day be a Republic, by the name of the Republic of Nigeria, consisting of the whole of the territory which immediately before that day was comprised in the Federation.

The main difference between a Federation and a simple republic is in the autonomy of the constituent parts. A republic is a country belonging to the people, whereas a federation is a form of government where by regional divisions are not branches of the central government. Thus, a federal republic has power divisions and regional governments fall under the power domain of the national government.

I honestly don't understand how someone will be arguing about something that's written in black and white with no ambiguity.

First they said it was Ironsi who abolished the 4 Region's, they were shown Gowons Decree 14 that abolished the 4 Region's and created 12 states

They switched gears and said it was Ironsi who removed resource control, they were shown Gowons Decree 15 which removed sections 141 and 164, the independence revenue sharing formula and resource control.

They have now switched gears to say that Ironsi changed Nigeria from a federation to a Republic

So you still don't understand that Gowon made two sets of decrees?
One was in 1966 in the early days of him in office by which he he abrogated of Ironsi's provinces and restored the regions thus a re-decentralization of the civil service

The second one was the creation of states which happened in 1967 at the verge of the civil war by which he had to suspended his refederalization decrees to enable him win the war.
