What's your yard stick for measuring development and how reliable can this yardstick be used in the comparison of development between two or more territories?

The Human Development Index (HDI) is an established and well defined index of measuring development.

It has been used to measure the development of Nigeria and States within Nigeria, so it's better to compare States based on the HDI ranking.

Showing pictures of selected best 1-5 roads in a State and comparing it with the worst often old pictures of another State is not an acceptable unbiased way of comparing development among States. It's just pure childish tool of tribal bigots.

States are based on population, not landmass. The population of Anambra is as large as that of Oyo, if not more. Outside Ibadan, what other developed urban areas are in Oyo? Probably none.
