Because they believe since the bearers of those names were evil (as recorded in the Bible), the names will have a ripple effect on whoever bears it again.

Maybe cos of the atrocities comitted by the bearers.

I have come across a foreign girl by name Jezebel and most often times these names are rather in native languages depending on the origin.
Delilah is a common feminine name in Philistine.

There is nothing wrong with these names because it is common etymology that such names were already in existence for generations before the the particular bearers who were perceived to have done wrong things came to limelight.
Do you automatically ascribe evil to a name simply because someone that happens to bear that name did something evil ?? What about others that bear the same name or others that have been bearing the same name without doing evil ??

Such misconception is a function of religious bigotry, "lunaticism" and fanaticism which is common in Christianity.

That's the meaning of what is recorded in the Bible book of Revelations 20:10, there God's word says Satan, demons and all evil people will be tormented forever and ever!
In as much as tormenting living creatures inside the fire is a detestable thing in God's eyes, and such a thing has not come into his heart {Jeremiah 7:31, 19:5} it's evident that what God's word said @Revelations 20:10 is not literal but symbolic.
So Satan, demons and all who lived as wicked people will never be forgotten after they've been destroyed, people will continue to remember their names and attach it to destruction as if they're still been punished each time anyone mention their names.
That's why names like Sodom and Gomorrah always ring a bell in people's hearts, reminding us about the destruction of those cities!
