It's good to praise GOD when HE delivers or saves you from your enemy but don't rejoice or gloat over their fall or suffering, whether openly or in your heart.
If you must rejoice, rejoice thankfully to GOD for delivering you from the enemy. Better to do it privately or amongst your fellow brothers/sisters.
Don't rejoice over your enemies sufferings. If possible, help them in their suffering. Show them love and compassion.


Here is what the book of Proverbs says about this:
"Do not rejoice when your enemy falls, And do not let your heart be glad when he stumbles; Lest the LORD see it, and it displease Him, And He turn away His wrath from him." — Proverbs 24:17-18

"He who mocks the poor reproaches his Maker; He who is glad at calamity will not go unpunished." —Proverbs 17:5
