It doesn't take much to record a scene with your smartphone device these days Mr man. If you are directly affected by that event you mentioned above you will definitely find a way to get a copy of it for all to see and don't tell me police will shoot you on sight immediately you stopped your car or pulled out your smartphone while slowly driving.
