The problem was created by police, when they will ignore criminals and be arresting, brutalizing and extorting innocent people.
If police had been doing their work, these hoodlums won't have grown in number.
Police know those hoodlums, they don't need to wait till fight starts before taking them off the street.

So this is the reality in Lagos yet some people were surprised at the massive looting and destruction that trailed the radicalisation of the ENDSARS protest in Lagos.
