The refinery in Niger has been in operatipn since 2011. It is a JV between the Niger government and the chinese oil company CNPC

No Nigerian ownership at all

The JV refinery between CNPC and Niger Government is located at the southern city of Zinder, with a designed crude processing capacity of 1Mt/a. In October 2008, foundations were laid for the Zinder refinery. On November 28, 2011, Zinder Refinery became operational, marking the completion of the Phase-I Agadem upstream and downstream integrated project.

2012 witnessed the first full year of the operation of our upstream-downstream integrated projects in Niger, which achieved excellent performance in oilfield production, pipeline operation, and crude refining. Zinder Refinery smoothly fulfilled its operating objectives, and produced diesel, gasoline, and LPG products meeting local market demand. In 2014, Zinder Refinery was overhauled and fulfilled the annual production target. In 2015, the refinery achieved safe, steady and efficient operation.

In 2016, Zinder Refinery made significant progress in negotiations with Sonidep on sales and pricing of oil products and signed a new sales agreement.

Maybe you need to know that your leaders have shares in some of those refineries in countries they purchase PMS from that's why they are not interested in fixing the refineries here.

The useless NNPC that is supposed to manage Nigeria's upstream and downstream oil sectors is busy building hospitals even though it doesn't have any refineries that produce to optimal capacity.

Nigerian leaders are not corrupt; they just don't have sense. But then, their followers are even more stupid.

The youths need to take this country back from these idiotic leaders by force.

The point and the topic is Nigeria importing fuel from Niger, not about building refineries.

The largest single refinery in the world is about to be commissioned here in Nigeria with more than enough capacity to satisfy our needs with much more to export for foreign exchange, stop crying over spill milk.

Thank you! When all these wailing was going on tbh I forgot Dangote refineries and how it is the largest in the world. Truth be told, Nigeria didn't just invest that refinery there for investment sake, there's more to this than the eye can see, it's obviously for the good of Nigeria border wise, especially now France wants to take over our one currency for the western African countries.

Free people who don't know politics, they think its only about the lying...

Oga we have more advanced and complicated structures than refineries in Nigeria and they are working perfectly. a case in point is the LNG, EGTL, etc. the problem with the refineries is that they keep making losses. who sustains a company that keeps making losses month in month out? you sell below market price with an overbloated staff that cannot be downsized due to unionism, favouritism and government policy of quota system and you expect government to keep sustaining the rot with scarce resources that can be use for infrastructures? as it is now the government cannot keep up with these inefficiencies just because of pride, no.

You do realise that the refineries keep making losses because they're not producing. In the 80s when they were producing, they were making profit.
Stop putting the cart before the horse. It's production that leads to a profit not vice versa.
Govt should clear the rot by getting the refineries in good shape instead of paying lipservice to it for narrow interest's sake

Well the refienreis can work if we go back to, from your history...the statu quo ante in the 1980's when NNPC was making a profit.. Plus allowing NNPC to run as a private company.

Because for me, I don't trust government companies. And I don't trust government running the petroleum sector. unless they wish to run it at a profit. (Like Niger. On Niger, they charge so high for petrol because they are so poor they don't have cash to pay for subsidising the thing).

Even if government was serious, we cannot take trillions of naira and be spending on subsidy..and sell fuel below the production price....annd expect refinereis to work. Better they privatise the things, privatise NNPC, stop giving NNPC free money a la subventon, and then see how the refinereis will work because now they have to work for their money. PLus more investment, more competiton, etc.
The way and manner you harp on profit is too narrow and leaves much to be desired.
Which comes first, efficient management of resources or profit?
Don't forget that NNPC was a govt concern in the 80s and it still ran at a profit. Even though there was no subsidy then, no investors were investing in the oil sector yet, fuel was sold at affordable price and the refineries were profitable.
The key is in management not necessarily profit. Russia is a communist nation. Same with China. Yet both have refineries that Nigeria can only dream of.
The problem is not really in the model. It's in management.
The refineries can be jumpstarted with massive cash injection and then commercialised to run at the profit you so desire. This will ensure a sustainable model with a corporate governance structure
