The silent agreement in Nigeria is to rotate power between North and South, when it's the North's turn they can pick between North Central, north east, north west and vice versa... And usually it ends up being zoned to the sub region with most votes.
The minority can't rule over the majority.
Plus even if all tribes get to be president, it still wouldn't change it to being merit based(like how old are you to even believe that) the same rotation will continue.
Restructuring solves the problem and would be the only thing I'd be clamouring for if I was from the SE. Even if they get the presidency he'll be kicked out after his first term..
