If you know the working of the constitution, and government and the different branches of government, the executive can claim executive privileges and the principle of separation of power. Summoning the president to appear before the legislature is summoning the executive branch of government. There will be power play and the executive will have the upper hand.

Please I am not a constitutional scholar rather a student of jurisprudence. In the United states of America. The Congress have absolute power to subpoena anybody in the discharge of its obligations. They also have the power of arrest or sanction any one if who choice to ignore that subpoena. The only reason adjudged for not litigating both individuals you referenced was the timing will outlived its usefulness.
