It is called PPP. Can't companies in Rivers partner Rivers State Government too, especially oil companies. Op is still right. If Lagos State did not give them the land, permission and the go ahead, MTN wouldn't have been able to do it.

If it comes to ferry transportation I board it every now and then in different locations and know them first hand than many

It is called PPP. Can't companies in Rivers partner Rivers State Government too, especially oil companies. Op is still right. If Lagos State did not give them the land, permission and the go ahead, MTN wouldn't have been able to do it.
