Take them to some far away location where govt project is ongoing or take them to a far away farm camp and use them as cheap and forced labour. The govt can also use them in sambisa forest and other jungles where boko haram are hiding. And if you can't make them productive, just kill them and reduce the population. We cannot have useless, good for nothing able bodied men adding up to our population.
